Council introduces revised election regulations; committee seeks supervisory role over contractors

The council introduced a set of proposed edits to the village election regulations on Dec. 11 after the election committee presented its recommended changes.

Naomi, speaking for the election committee, said the group did extensive due diligence and offered mostly minor copy edits but also proposed one substantive addition: explicit authority for the election committee to supervise operational work by election contractors. "We have many inquiries ... and it's all pointing to the issue before us, which is the role of the manager, the role of the committee when it comes to managing the elections," Naomi said, urging the council to consider giving the committee a clearer operational role.

Council members discussed the procedural path: the regulations require an introduction followed by a 30-day period and then a public hearing before final adoption. The council moved to introduce the edited regulations at this meeting and scheduled fuller discussion and a public hearing at a later meeting; a council member noted that the 30-day public-comment requirement creates a cooling-off period before adoption.

The motion to introduce the changes passed at the meeting (the item will return for formal consideration after the public‑notice and hearing process). Councilors and committee members signaled a desire to preserve long-standing community confidence in the election process while clarifying roles and responsibilities.

Next steps: staff will publish the introduced regulations and the 30‑day public comment/hearing schedule; the council will consider the edits and any public comment at the subsequent meeting before a final vote.
