Rock Island staff outline North Rock Island Port District TIF; residents demand more transparency and protections

City of Rock Island planning staff on Feb. 2 presented a proposal to create a North Rock Island Port District tax increment financing district and heard more than a dozen residents raise concerns about notice, displacement and how TIF dollars would be spent.
"TIF is commonly used by local governments in the state of Illinois," Tanner Osing, the city's planning and zoning manager, told attendees, explaining that a TIF freezes existing property values (the "base value") and captures only incremental growth in tax revenue for designated projects. Osing said Rock Island currently has nine active TIFs and that TIF districts typically last 23 years.
City materials and consultant analysis show the proposed district would cover legacy industrial land on Rock Island's west side, extend to the Mississippi River, approach downtown and run south roughly from 5th toward 9th Street.
