Council approves Jack Hopkins emergency food grant to Hoosier Hills Food Bank

The Bloomington Common Council voted unanimously on Nov. 19 to adopt Resolution 20-25-20, authorizing a distribution from the Jack Hopkins Social Services Grant Program to Hoosier Hills Food Bank to fund emergency food services.
Council Member Anne Asari introduced the emergency resolution, explaining it grew out of a council request for additional appropriations in response to an earlier government shutdown. Asari said the Jack Hopkins Fund is a standing council fund used each year for emergent social issues and that council previously sent a signed letter to the mayor requesting the distribution.
Council members asked staff about a residency requirement in the MOU for subrecipients addressing homelessness (requiring service to Bloomington/HUD service-area residents and participation in a coordinated entry system). Attorney Lehner said staff had used an MOU in widespread use by CFRD and Hoosier Hills to streamline the emergency distribution and that the residency language is not standard for every Jack Hopkins funding agreement; staff indicated they could amend the language if desired.
No public opposition was recorded and the council adopted the resolution on a roll call vote. Council members noted the amount was approximately half of what remained in the Jack Hopkins fund and stressed monitoring of distribution and continued attention to consistent funding for food-security programs.
The resolution directs the release of Jack Hopkins funds to Hoosier Hills Food Bank for emergency food services and asks staff to implement the distribution consistent with the adopted MOU.
