Fairhope council approves fence, pavilion, dispatch upgrades; rejects lift-station bids; okays settlement

The Fairhope City Council voted on a range of procurement and administrative items during its Feb. 9 meeting.
Key approvals - SafeSpan LLC was selected to provide biannual bridge-inspection professional services, with a not-to-exceed fee of $10,900. (Resolution approved.) - Mendoza's Barrier Fence LLC received a contract award (not to exceed $97,630) to install approximately 5,500 linear feet of 6-foot privacy fencing at the landfill. (Resolution approved.) - Gulf Construction Company LLC was awarded a contract for a new open-air pavilion at the Barnwell Sports Complex (not to exceed $84,220.70). The project includes two enclosed 10x10 storage rooms and a slab foundation. (Resolution approved.)
Procurement and construction actions - The council voted to reject all bids for 12 lift-station bypass pumps after bids came in roughly three times the budgeted figure; staff will rebid with possible scope and value-engineering changes. (Motion approved.) - Change Order No. 1 for concrete work related to the wastewater belt-press was approved (+$3,200), bringing that project total to $26,500; staff clarified the contractor ordered concrete outside the city's preferred bid line and the city will pay only the budgeted amount through the contract. (Resolution approved.) - The council authorized a procurement of three-position EagleLine dispatch furniture (HGAC contract) and a related console relocation and radio-console procurement not to exceed $132,187.50 and $5,625 respectively. Other votes and authorizations - The council approved rejecting and rebidding certain public-works bids, authorized a cooperative maintenance agreement for an unopened right-of-way driveway, approved a settlement and tender agreement with a contractor surety to complete the John Martin Nature Center project, and authorized the mayor to sign several routine contract assignments and extensions (gas leak survey, SCADA maintenance contract extension at $22,800/year plus materials). - The council also approved the Fairhope Junior City Council pickleball tournament (proceeds to the Rotary Youth Club) and approved a youth fishing event "Hooked on Fairhope" for June 13, 2026, as presented by event organizers.
