On the City Hall project, staff said they are exploring relocation and staging options during construction and suggested budgeting for a dedicated construction/project manager to oversee logistics and minimize disruption. Councilmembers discussed possible temporary meeting spaces (library, senior center, Mill Creek facilities) and flagged planning needs for large events that occur adjacent to the municipal building, such as fireworks and annual breakfasts.
Members also explored ideas for village‑center activation—expanded concerts, a holiday market tied to tree lighting, mural projects, yarn‑bombing and merchants participating in extended hours—to draw evening foot traffic and support local businesses. The arts council and staff proposed several pilot events and encouraged staff to coordinate merchant participation.
On housing, the council considered permitting strategies for ADUs or regulated short‑term rentals as a mechanism to increase housing supply and capture sales tax revenues. Several members said the city should follow the legislature’s lead but consider licensing, caps or distance restrictions used in other cities; staff agreed further study is warranted.
The retreat included no final policy votes on these items; staff will return with more detailed scopes, cost estimates and policy options for council consideration.
