Holladay hires public-art consultant, plans utility-box wraps and plaza works

Holladay’s arts manager told council the city has contracted Cheryl Gilliland as its public-art consultant to develop a guide and move selected projects forward using a portion of fund balance and grants.

Megan (arts manager) opened the work-session presentation and said the city had already allocated fund-balance dollars to public art and hired Cheryl to help identify sites and run procurement. Cheryl described the public-art process — nominate a site, appoint a selection committee with community and elected representatives, issue an RFP, review submittals, select finalists and contract an artist — and emphasized that budgets should include artist fees, site preparation and ongoing maintenance. "It doesn't solve your problems, but it makes your life better," Cheryl said of public art.

Cheryl showed examples (library-leaf sculpture, plaza trees, tile mosaics, utility-box wraps) and described procurement details the city used previously: a national call, a stipend for finalists (cited in discussion as approximately $1,200–$1,500) and payment for production costs (utility-box vinyl wraps produced by sign shops). She also discussed percent-for-art programs used in other jurisdictions and suggested starting with smaller, faster projects such as utility-box wraps to build momentum.

Council discussion covered funding sources (city fund balance, Utah Arts and Museums grants, and earlier conversations about percent-for-art), procurement details and community engagement. Staff will bring a site-selection conversation back to council and provide next steps for an initial project (utility-box wraps or a plaza installation).
