Council reviews FY2025 amendment: two part‑time hires, arts grant money and capital project shifts

City finance staff outlined the second amendment to the fiscal year 2025 budget during the March 6 meeting, telling council the package includes personnel additions, grant receipts and capital project changes.
Christian (finance) said the amendment increases appropriation of fund balance by $44,000 to add two part‑time positions: a clerk for justice court and a part‑time building inspector; he estimated the ongoing combined cost of those positions in future fiscal years at about $115,000. “We’re increasing our appropriation of fund balance by $44,000, and that is to fund the addition of 2 part time positions,” Christian said.
On the Arts Fund, staff reported receipt of a $3,000 Creative Aging grant from the Utah Division of Arts & Museums and a proposed $10,000 appropriation of fund balance, including $5,000 (adjusted to $8,000 in follow-up discussion) toward support for the Holiday Theater Company and $5,000 for a seasonal arts coordinator position.
In grant and capital projects, staff described a $22,000 TRCC auditorium grant with a $2,500 city match and a $5,000 contingency for a $30,000 design/renovation budget; a Capital Projects Fund adjustment that adds $550,000 in interest earnings while reducing appropriation of fund balance by $156,000; and an increase of $371,000 for bridge repairs on Highland Circle Drive. The council also discussed funding a traffic signal on Murray Holiday Road that was expected to be developer‑funded but has been delayed; staff recommended using capital project funds now and later seeking reimbursement from development increment.
On the stormwater fund, staff proposed a $330,000 appropriation increase and redistribution to complete near‑finished projects and to fund corrugated metal pipe replacement and curb-and-gutter work.
No members of the public spoke during the public hearing, and council directed staff to return with the required budget amendment motions at the next meeting where formal action can be taken.
