Council approves resolution and interlocal to expand Holiday Justice Court jurisdiction to Brighton City

Holiday’s city council voted Nov. 6 to notify the Judicial Council of its intent to expand the Holiday Justice Court’s jurisdiction to include Brighton City, and separately approved an interlocal agreement to provide those services.
A council member moved adoption of Resolution 2025‑25 (notification to the Judicial Council); the council then voted by roll call. Council member Gray, Council member Quinn, Council member Fotheringham, Council member Durham, Council member Brewer and the chair all voted in favor, and the resolution was approved.
The council then considered Resolution 2025‑26, the interlocal agreement with Brighton that will govern justice‑court services. Council member noted parking constraints at the justice‑court facility and asked whether Brighton’s caseload would overwhelm local parking; staff said Brighton’s annual caseload is expected to equal roughly one month of Holiday’s caseload and does not anticipate a major parking impact. A motion to approve the interlocal (including direction to conform statutory references that had moved) passed by roll call with the same affirmative tally.
Both items were approved Nov. 6. The interlocal will be implemented following any required ministerial updates to statutory citations and the final execution of the agreement.
Next steps: staff will finalize statutory citations in the interlocal and proceed with formal execution.
