The Holiday City Council voted unanimously Dec. 4 to adopt an overlay zone for the wildland‑urban interface and to approve several ordinances affecting city finance and budget priorities.
Councilmember Gray moved and the council approved ordinance 2025‑22 establishing the WUI overlay and adopting related building-code provisions after staff noted a key map change aligning the overlay’s western boundary with I‑215. Council discussion included requests to add educational guidance about defensible space in permitting for high‑risk areas, which supporters said could help residents reduce fire risk without expanding regulatory burdens.
Earlier in the meeting the council approved ordinance 2025‑20, a set of text amendments to Title 3 of the city code relating to revenue and finance. Councilmember (speaker 4) moved the measure; roll‑call votes recorded “yes” from Council members Gray, Quinn, Fotheringham, Durham, Brewer and the chair.
Council also adopted ordinance 2025‑21, a budget amendment that includes a small change to the funding source for the Salt Lake County Housing Rehabilitation Program city match. Christian, city finance staff, told the council the $10,160 match previously listed as coming from the RDA will instead be funded from the general fund so the match is available now. Council moved and approved the amended budget on a recorded roll call.
The council adopted two recognition resolutions for outgoing members (20 25‑32 and 20 25‑33) and approved the 2026 meeting schedule with a motion to set Oct. 22 as the second October meeting. The meeting recessed for a short reception for the departing members before moving on to a lengthy development discussion during the work session.
