Dr. Alvarez said principals have student‑level data, that counselors are directing students to credit recovery and that options such as graduation coaches, Palomar High School’s alternate graduation plan, virtual academy and independent study are being used to help students catch up. He also clarified that under recent state practice changes LCAP carryover funds are now tied to specific actions and services rather than returning to the general fund.
