Shelbyville council approves consultant award for Phase 2 environmental assessment tied to BRAG grant

Shelbyville City Council voted unanimously Feb. 3 to accept the evaluation committee’s recommendation to award the request for qualifications for a Phase 2 environmental site assessment related to a state BRAG grant, with the award contingent on TDEC concurrence.
Laurie, who presented the staff report, told the council five firms submitted proposals and that the five-member evaluation committee (city manager, planning director, public works director, city recorder and Laurie) agreed interviews were unnecessary and that Canon & Canon’s fee schedule matched the RFQ. ‘‘Canon and Canon did provide their fee schedule yesterday,’’ Laurie said, and the committee’s recommendation “remains the same.”
Council members discussed funding and coordination. A council member noted the grant and developer involvement: ‘‘Developer and GRAMA are paying for it all,’’ and staff said the South Central Tennessee Development District will administer the grant and be paid $5,000 to do so. Council members also emphasized the need to confirm the property owner’s consent and coordinate with the contractor who completed the Phase 1 assessment before executing contracts.
The motion to accept the committee recommendation, restated by Mister Blanton as ‘‘to accept the committee's recommendation pending TDEC concurrence,’’ was seconded and carried in a roll-call vote; Council members Bellhouse, Ewing, Noelle, Christie, Blevins and Turnbaugh each voted yes.
The council’s approval authorizes staff to move forward with the selected consultant subject to the stated contingencies; staff will follow purchasing rules and applicable state laws and will return for any further approvals if needed.
