Commission approves Briley Farm Phase 2 amendment; developer to fund transportation and lift‑station work

The Town of Oakland Commission on Nov. 10 adopted Ordinance 2025‑05, the second reading of an amendment to the Briley Farm Phase 2 development agreement and preliminary subdivision plan.
Brad Cornelius, the town contract planner, told the commission the amendment reduces the number of residential lots from 111 to 87 and enlarges remaining lots. Cornelius said the amendment formally adopts design guidelines and architectural standards that mirror those approved for Phase 1 and adds requirements for tree mitigation. "In the development agreement amendment, the developer has agreed to pay the town $85,000 for transportation improvements," Cornelius said, and he added that the developer will also pay $193,333 toward the regional lift station. Cornelius said those payments are in addition to required impact fees.
Cornelius also said the developer will dedicate roughly 11 acres on the west side of the property to expand the Oakland Nature Preserve and will dedicate additional smaller tracts as town parks. Staff recommended approval, finding the amendment consistent with the comprehensive plan and land development code.
The commission opened public comment and heard none. Commissioner McMillan moved to adopt the ordinance at second reading; the motion passed by voice vote. The project now proceeds to final engineering review with the town and the water management district and subsequently to final platting and permitting.
