Oakland approves cloud-based security camera contract; town to fund replacement with impact fees

Deputy Chief Mike Bridal told the commission the town's existing camera system has aged, suffers frequent outages and lacks modern features. He described RFP 2025-01A, said four vendors responded and said the evaluation committee (three of four members) ranked CJS Communications as the top choice. The recommended system would move storage to a cloud-based model (30-day retention), provide 4K cameras, cellular access and AI search capabilities to speed investigations.
Bridal said the new system avoids proprietary lock-in so cameras could be re-used if the town later switches vendors and that the town would use existing cabling where feasible to expedite installation. He said the town plans to fund the replacement with police-impact fees and that ongoing annual fees would be accounted for in department budgets for 2026 and 2027. Officers and commissioners asked about camera unit price differences and cloud safety; Bridal explained bid line items can vary by what is included (camera hardware, installation, staffing and time-to-complete) and said vendors provided breakdowns.
A motion to approve the RFP award for cloud-based storage and maintenance was made and seconded; the commission approved the motion by voice vote and deferred signature until the written contract is complete. Bridal said the school installation would be prioritized and that full system replacement could be completed in roughly four weeks if existing wiring is usable.
