- 9a: Contract for independent auditing services — Council approved staff's recommendation to contract with MWH Group (firm office reported in Wichita Falls) for independent auditing services.
- 9b: Demolition and remediation low bid — Council accepted the low bid from Red River Remediation for demolition and remediation work at 110, 112 and 114 West Broadway; the vendor indicated work would start around Feb. 23.
- 9g: Submission of Texas Water Development Board funding applications — Council authorized staff to submit a Drinking Water State Revolving Fund application for well-field expansion (staff said a prior 2014 well-field had six wells and the new project would seek six to eight wells) and a Clean Water SRF application for wastewater effluent reuse for irrigation; staff also said the city intends to apply for a new water-supply-and-infrastructure grant under House Bill 500 (described in the meeting as a one-time appropriation of "a little over $1,000,000,000") to replace large transmission lines (20-, 18- and 16-inch).
- 9h: Interlocal agreement for ambulance services — Council approved an interlocal agreement with Nolan County to provide ambulance services; staff said the agreement is substantially unchanged from the prior interlocal and enables the department to apply for a county-administered grant for a new ambulance.
