Appointments and personnel: The council approved the mayor's appointment of Amanda Torres as city clerk, and Torres took the oath of office during the meeting.
Ordinances and real‑estate: On first reading the council advanced an ordinance to ban parking in front of 1718 and 1720 23rd Avenue on trash collection days; it also advanced an ordinance amending Chapter 6 to create Article 5 (lift assist services) to clarify expectations for private facilities and reduce non‑emergency lift calls. Community Development received authority to purchase 902 11th Street for $50,000 plus closing costs, with the city manager authorized to execute the agreement subject to minor attorney modifications.
Purchases and contracts: Council authorized payment of $87,018.53 for Sunset Marina electrical upgrades; approved a ClearGov software renewal for $15,759 (2026 subscription); approved the police purchase of Panasonic Toughbooks for $92,275; extended the 2025 pavement‑marking program with Ostrom Painting through 2026; and authorized a contract with Factor Technology Solutions for network administration and monitoring. Finance also approved a budget adjustment to TIF #5 (Columbia Park Fund) totaling $325,393.
Claims and consent agenda: The consent agenda (items A–C) passed by roll call. Council approved claims for the week of Dec. 26–31 totaling $765,920.17; the clerk recorded votes and at least one recusal was noted during claims consideration.
What happens next: Most approvals authorized the city manager to finalize documents subject to minor attorney modifications; staff will proceed with contract execution and report back as required.
