Speakers emphasized that ombudsmen work with a vulnerable population, noting many residents lack family or friends to support them and may be hesitant to trust facility staff. The county said ombudsmen maintain confidentiality and can visit a facility at any time unless a resident refuses. Facilities are required to post ombudsman contact posters so residents know how to reach the program.
The county listed residents’ rights covered by the program, including safety and appropriate care, the right to appeal involuntary discharges, participation in resident councils and recreational activities, presenting grievances and receiving prompt responses, and protection from retaliation for asserting rights or reporting issues.
To qualify for services, a person must live in a long-term care facility in DuPage County; there are no financial requirements.
