HR Director Kendall Moyle opened the item by noting the Ward 1 vacancy arose Jan. 1 when councilmember Ryan Walters assumed the mayor’s office and that state law gives council 90 days to fill the seat; Moyle said the city received 11 applications (two later withdrew) and tonight’s meeting would feature candidate statements.
