Assembly adopts Downtown Douglas/West Juneau area plan into comprehensive plan

The Juneau Assembly adopted Ordinance 2025-42 on Feb. 9 to amend the comprehensive plan by adopting the Downtown Douglas/West Juneau area plan.
City staff summarized the planning process and recommended adoption after adjustments made following planning commission review. One public commenter, Carol Bookless (a former South Douglas steering-committee member), asked the Assembly to adopt the plan without the Planning Commission’s changes, saying the steering committee’s multi-year work should be respected. Assembly members discussed the aspirational nature of area plans, budget realities and the value of honoring both steering committee work and planning-commission recommendations.
After debate, the Assembly voted on the ordinance by roll call; the clerk recorded seven yeas and two nays, and the motion carried. The adoption updates the Downtown Douglas/West Juneau area plan as part of the borough’s comprehensive plan. Staff noted that many plan elements are visionary and that implementation depends on future budgets, permitting and project-level decisions.
