Council adopts fiscal plan for 2005 West Cory Drive annexation; public hearing set for Dec. 17

The Bloomington Common Council adopted Resolution 2025‑19, the fiscal plan required by Indiana law for a voluntary annexation, after a public hearing and discussion Tuesday evening.
Assistant City Attorney Chris Wheeler told the council the fiscal plan was prepared in consultation with multiple city departments and concluded that "none of the directors saw any fiscal impact" of annexing the single parcel, though the city would see only a nominal uptick in tax revenue if the lot is developed. Wheeler said future connection costs for water and sewer would be borne by the property owner.
Neighbors who live near 2005 West Cory Drive urged caution during the hearing. Jay Nelson, who lives next door, asked the council not to approve a zoning change before a full geotechnical evaluation, saying the lot "contains features that appear to be a single or active karst areas" and warning that development could cause erosion, ground instability and flooding that would affect nearby homes.
Leslie Ruiz, who lives across the street, said annexing a single parcel would create a permanent "service island," complicating police and fire responses and routine service delivery for surrounding unincorporated properties that oppose annexation.
Councilmembers emphasized that adopting the fiscal plan is a required procedural step and not an approval of rezoning or development. Councilmember Piedmont Smith said the fiscal plan "is sufficient the way it's presented" and voted to adopt it. The clerk called the roll and the resolution passed, 7‑0.
Ordinance 2025‑43, the annexation ordinance, and related zoning amendment Ordinance 2025‑46 (zoning map) and Ordinance 2025‑47 (historic district designation for the Ivan Adams House) were introduced and set for second readings and public comment on Dec. 17, when the council will consider the annexation and its zoning consequences.
Next steps: the council will hear the second reading and additional public comment on Dec. 17. If the council moves forward then, decisions about rezoning and final annexation will follow the public hearings and any required findings under state law.
