The Monroe City Planning Commission on Feb. 9 adopted findings of fact and conclusions of law recommending pre‑annexation zoning for four parcels owned by the Davis family, authorizing the planning commission chair to sign the document and forwarding the recommendation to City Council.
Amy (staff) reviewed the annexation process for the parcels — approximately 23 acres west of Chainlink Road north of Eaglemont — and explained next steps: a comprehensive plan amendment, site‑specific interlocal agreement with Snohomish County, a development agreement with conditions requested by council, and formal annexation procedures should the petition progress. She also noted a Williams pipeline easement crossing the property that constrains development and that land‑use applications would follow annexation including SEPA review, hearings and construction permitting.
Commissioner Lowe moved to adopt the findings of fact and conclusions of law and to authorize the Planning Commission chair to sign on behalf of the commission; Commissioner Bock seconded. The motion passed 4‑0.
By adopting the findings, the commission recommended pre‑annexation zoning be set consistent with council direction so that, if annexation advances, subsequent land‑use review can proceed under city processes rather than county codes. Staff said the item is expected to move to City Council beginning in March, which will require at least two public hearings and intergovernmental coordination before any final annexation action.
