Stan Johnson, identifying himself as a professional engineer, used his allotted time during petitions and requests to allege long‑standing infrastructure neglect in Titusville and to raise public‑health concerns.
Johnson asked why many canals that drain stormwater toward the St. Johns River have not been maintained for decades, questioned the purpose of large culverts and dams around the city, and alleged the city had allowed sewage spills and improper fountain operation that "spray[] people with with piss and poop." He said he has raised his concerns with the council before and urged the board to address what he described as negligence, dishonesty and false reporting.
Johnson named particular council members in his remarks and said he would challenge the city to have a professional engineer dispute his findings. The public comment concluded with no substantive response recorded in the transcript apart from the chair saying, "Appreciate it." The sign-up card read "Sam Johnston," but the speaker self‑identified as "Stan Johnson" during his remarks; that name discrepancy appears in the meeting record.
The CRA did not take action in response to the allegations during the Feb. 10 meeting. The chair adjourned the CRA meeting and noted the city council meeting would begin at 6:30 p.m.
