Franklin reports modest enrollment decline; staff highlight demographic shifts

District staff said elementary enrollment is roughly 1,880 students (Lincoln 1,060; Washington Street 820) with Bridal School at 1,008. The high school enrollment was reported at 1,388, down from 1,430 the prior year. Pre-K enrollment was 116 (rolling admission); last year's pre-K total was 154. The district provided charts and a McKibben projection showing a longer-term stabilization as smaller cohorts move through the system.
The report flagged a decrease in reported free-and-reduced-lunch participation from 22% to 15% but said that figure may undercount need because the district currently provides meals at no charge and not every family submits the application that unlocks benefits such as transportation, Chromebook insurance, athletics fee waivers and reduced ECDC tuition. The special-education population remained steady at about 20-21% and English-learner enrollment rose by about 1 percentage point.
Committee members discussed causes (lower birth rates, cohort size, local housing and past override votes), building capacity at the high school, and the need for targeted outreach so eligible families complete benefit applications. District staff said they will post the full enrollment charts publicly and follow up on outreach strategies.
