Uintah County Commission approves $1.72 million in warrants, grants veteran abatement and appoints UCIP risk coordinator; moves to closed session

Danette Brooks, identified in the record as the county assessor, requested a motor-vehicle fee refund of $690 for Louis J. Haines of Tax District 3, saying he "qualifies for the veteran's abatement" and that the clerk/auditor's office had verified eligibility; a commissioner (S2) moved to approve the abatement and the motion carried.
Mike Wilkins also presented Resolution 02-10-2026R1 to name a county contact as the UCIP risk coordinator, explaining the coordinator's duties would include reporting new vehicles, equipment and accidents to the indemnity pool. The resolution names Michael W. Wilkins, Clerk/Auditor, as the coordinator; a commissioner (S2) moved approval and the motion carried.
Earlier in the meeting Crystal Clark introduced Ken Caldwell as a new IT hire; Caldwell said he has "been in the IT field for roughly 20 plus years" and described prior work in oil, health care and public safety before moving back to the local area.
Near the meeting's end, a commissioner moved that the commission immediately enter a closed session "for the purpose of discussing pending or imminent litigation, in accordance with Utah Code 52-4-205.1(c)." The commission voted 'Aye' and moved into the closed session as planned.
