Albany commissioners postpone brewery RFP action amid property and title questions

The Albany City Commission voted Nov. 25 to postpone further action on a brewery request for proposals (RFP) for 60 days, moving consideration into January to allow outstanding legal and ownership issues to be resolved.
Commissioners said the RFP had been issued while the city did not yet own the property and that there had been only one bid returned. "We didn't have the property. We didn't say — we didn't own the property," one commissioner said during discussion, noting title matters and a foreclosure issue related to a parcel that staff had been addressing in executive session.
The motion to delay was presented to give the Downtown Development Authority (DDA) time to convene and accept property ownership once closings are complete. One commissioner said rescinding the RFP might be preferable, but the body chose to postpone rather than deny and thereby preserve the applicant’s opportunity to reapply.
Commissioners also cited the upcoming holidays and ongoing bank negotiations as reasons to allow additional time. The motion passed by roll call; the mayor recorded a 'no' on one recorded vote.
Next steps: staff will continue required legal and title work, coordinate with the DDA to secure quorum, and report back to the commission in January.
