Albany utility board approves contract to rehabilitate Well 35 for about $412,400

The Albany Utility Board on Nov. 20 approved a contract to rehabilitate Well 35, a staff presentation said the project is intended to bring the well up to Environmental Protection Division (EPD) standards and is part of the utility’s five-year rolling rehabilitation plan. Procurement staff identified the lowest responsive/responsible bidder for bid reference 26-022 and recommended awarding the work at a stated cost of $412,400.
‘This is a continuation of our five-year rolling plan,’ a utility staff member identified as Matthew said, describing remaining wells on the list and noting that preventive and predictive maintenance—such as vibration checks and electrical upgrades—affect timing and cost. Matthew said some wells have gone 20 years without a full rebuild because the utility rotates wells on an alternate schedule based on production and zone needs.
Board members questioned cost differences among wells and noted factors such as depth, pump size, number of screens and necessary electrical work as contributors to the higher price for Well 35 compared with older projects. Staff explained some wells need electrical upgrades because components have been in place since original construction.
The board moved and seconded a contract award to the recommended bidder; a roll call vote was taken and the transcript records affirmative votes by Miss Burley, Miss Woodall and the Chair. The contract award will proceed to the City Commission or contracting authority as required by procurement rules.
