On Feb. 9, 2026 the Yukon Planning Commission recommended approval of a rezoning from agricultural to I-1, adopted a Planned Unit Development (PUD) overlay, and approved the preliminary plat for a phased flex-warehouse development proposed by Pro Grade Construction LLC at 221 North 11th Street. All three items passed on unanimous roll-call votes.
Bridal Shafer, representing the applicant and identifying her firm as Craft and Toll, told the commission the site is "100 feet wide by a half mile long" and is designed for an office/warehouse or 'flex' development that could include up to 13 buildings built in phases. Shafer said the first phase would include four lots and an on-site self-service ice machine near North 11th Street, with later phases extending west toward an existing culvert and railroad right-of-way.
Staff and the applicant described the sewer approach as split by phase: the eastern portion would connect to a private lift station and pump east to Cali Drive, while western phases would be served by a gravity sewer routed under the railroad to the north. Shafer told commissioners the plan anticipates private streets and shared access drives maintained by a property-owners association.
Commissioners and staff focused on drainage and detention. An unnamed staff member explained the applicant had requested allowance for detention in the private street and said "asking for detention in the street, which is not necessarily against any code," but that staff would need drainage calculations before approving a detention allowance at final plat. The applicant said they expect to keep surface conveyance within the 6-inch allowance per code and not to increase historical discharge to the existing channels.
The commission also received information that a portion of the west end lies in the 500-year floodplain; the applicant said Lot 13 would be elevated to meet a minimum 2-foot requirement above base flood elevation. For the preliminary plat, staff recommended — and the commission adopted — conditions including that the final plat reflect base flood elevations at a minimum of 2 feet above the 100-year flood elevation and that access and private utility easements be shown.
The motions incorporated staff-drafted conditions and waivers tied to the Unified Development Code. The chair read requirements that the applicant include language in the master design statement allowing staff to revoke off-street parking reductions and seek a waiver from landscape requirements in specified UDC sections. The commission moved and seconded the items in the required sequence: first the rezoning from agricultural to I-1, then the PUD with conditions, and finally the preliminary plat with the flood-elevation and easement conditions. Roll-call votes were recorded as unanimous for each action (Clark, Jones, Knuckles, Geiss and Wright all voted "Yes").
During new business an unnamed speaker praised Yukon water and sewer crews for a prompt response to a sewage backup in their home, saying city staff were "very professional, prompt" and that they "couldn't be more proud" of the city's response. The commission adjourned and set its next meeting for March 9, 2026.
