Commission sets aside $1 million for Child Advocacy Center; appropriation will require later committee vote

Rutherford County commissioners voted on June 12 to reserve $1,000,000 in a committed fund balance for the Child Advocacy Center’s capital campaign, a step the budget committee chair described as “seed money” to help the nonprofit purchase space.

Budget committee members presented a resolution to move $1,000,000 from the county’s unassigned general‑fund balance into a committed account specifically for the center. Budget chair and finance staff clarified that the vote does not appropriate or spend the money. Instead, the funds are set aside and will remain in county accounts earning interest until the Child Advocacy Center returns with a specific appropriation request and supporting documentation through the normal committee process.

Several commissioners asked for guardrails and clarity before any final appropriation. Commissioner James pressed for parameters tying county funds to fundraising progress; committee and finance staff responded that conditions or amendments may be added at the appropriation stage and that the committed fund mechanism merely reserves funds for future use. One commissioner noted a larger project estimate had been described during budget presentations (a figure cited in the meeting as roughly $7 million), and that the $1,000,000 commitment is part of many funding sources expected to support a larger capital need.

The commission approved the motion to set aside $1,000,000 by recorded voice vote (20 yes). Commissioners and staff repeatedly emphasized that tonight’s action does not authorize spending and that any release of funds would require subsequent committee review and a majority vote to appropriate the money.

Next steps: the Child Advocacy Center is expected to return to the budget committee with specifics (building identified, donor/fundraising status, loan terms if any) before any appropriation of the committed funds is considered.
