Architect Gary Clements described the pavilion as an open-sided structure with a stage canopy and display areas; staff noted restrooms and other public facilities are already present at the plaza, and utilities for the pavilion will be limited to electricity for lighting. The design committee recommended approval on each item after applicants agreed to checklist items in the staff report, and the commission voted in favor of the committee’s recommendations.
