Streets and Sidewalks Committee authorizes design agreement with Strand Associates for West Market Street

The Troy Streets and Sidewalks Committee on Feb. 9 authorized staff to proceed with a professional services agreement with Strand Associates for design of phases 1 and 2 of the West Market Street reconstruction.

Unidentified Speaker, presenting the item, said staff solicited proposals from multiple engineering firms and recommended Strand Associates for the design work. “So we are asking for authorization, to, to sign an agreement with Strand,” the presenter said. He said construction across the two phases is anticipated at approximately $4,000,000 and will be paid from OPWC funding, the city's capital fund and utility funds.

The project scope described by staff includes roadway widening, new or improved sidewalks, possible trail improvements and replacement or relocation of stormwater, sanitary and water lines. The presenter said a public meeting will be held to gather feedback before the design is finalized and that the work is included in the city’s 2026 approved budget; he added this is not emergency legislation.

Moderator noted there were no questions from council members or members of the public and announced the committee members present were unanimous in agreeing to proceed as staff requested.

Next steps: staff will finalize terms of the professional services agreement with Strand Associates and schedule the advertised public meeting to collect community feedback prior to final design work and formal council action on construction authorization.
