Committee backs RFP for comprehensive Duke Park design, recommends reappropriations for irrigation, playgrounds, pool and skate-park support

Staff said the rec and park boards recommended Option 1a, the most comprehensive redevelopment alternative, and noted the park and recreation capital improvement fund includes $1,000,000 in the 2026 budget for design and engineering. Staff asked council to confirm by motion after the report is read next week that it is acceptable to begin the RFP and design work; the council would still review proposals and must later authorize any contract award.
Among other recommendations, staff described a major irrigation-system replacement at the municipal golf course (the Shores). He estimated the total irrigation-and-related project at approximately $2,500,000, with the largest first phase (irrigation replacement) estimated at $2,100,000; staff said vendors are booked months to years in advance, making early procurement important to meet a 2027 completion window.
Staff also described pool Phase 1 structural repairs, an estimated $50,000 design cost for a second pool phase, and a future-year, nonbinding commitment of up to $410,000 to support skate-park improvements (restrooms, lighting and furnishings) to help fundraising efforts. Council members asked clarifying questions about whether new turf would be removed for other work (staff said no) and whether the skate-park pledge would be conditional on local fundraising (staff said the pledge is an affirmed future commitment and timing would be determined in the capital-plan process).
The committee voted unanimously to move the full package forward to council for consideration; staff said detailed appropriation language and timing would be prepared for the council agenda.
