Alder Govindarajan moved "to authorize the Council President to proceed with administrating the evaluation of the chief staff by CCEC," and the committee discussion clarified that Human Resources would run the survey and that respondents could optionally include their district number to avoid forcing anonymity. The tool adds a "stop, start, continue" section and a timeline for 2026 was attached to the item. After brief Q&A about wording and process, members recorded a unanimous vote to adopt the evaluation tool.
Staff said the approach was modeled on instruments used for the library director and an independent monitor, positions overseen by external bodies, and emphasized HR would manage survey logistics rather than Council staff.
