Council approves two cable/telecom franchises, tasks staff on right-of-way fees

The Rawlins City Council approved two ordinances on second reading and waived their full reading on Feb. 3, granting a telecommunications utility franchise and a general utility easement to Visionary Communications LLC and granting a cable franchise to All West Wyoming, Inc.
Both items began as public hearings with no members of the public speaking; council later moved, seconded and passed the actions by recorded voice/online votes with unanimous support. The Visionary Communications motion passed with seven yeas; the All West motion passed with seven ayes.
City Attorney Mayberry said the franchise approvals are tied to a broader update of the city’s right-of-way permitting and enforcement. "My office is working with Public Works, and we are revising our right-of-way permit," Mayberry said, and added staff will bring a proposed fee schedule amendment to the council to include a fee for those permits. He said the increase in small internet providers and private work in the public right-of-way drove the need for clearer rules and fees.
