The Rawlins City Council approved accounts payable for Dec. 24, 2025 through Jan. 9, 2026 in a vote taken Jan. 20. Council member Singer moved the payment list; the clerk recited the amount (mover said $163,002.84; a later clerical restatement read $163,000.02 then corrected). The online vote closed with five yeas, one nay (Council member Derek Elliott) and one abstention (Vice Mayor Daryl Garner).
Vice Mayor Garner had earlier declared a conflict of interest regarding accounts payable because he reported doing business with the city during the payment period; the council accommodated that conflict and recorded an abstention on the final vote.
