Council reverts DDA bylaws and fills board seats after ballot votes

The Rawlins City Council voted Jan. 20 to approve amended bylaws for the Rollins Downtown Development Authority that restore the organization’s original name and revise appointment and term language.
Pam Thayer explained the change is intended to return the DDA’s governing documents to a state-statute-driven structure rather than attaching a program methodology. She told the council the bylaws clean-up reflects the original 1991 ordinance and provides flexibility for sustainable funding.
Councilwoman Tanya Lumen asked about an initial term date listed as 12/31/2025; DDA staff explained the date aligns with rolling appointment sequencing from the original ordinance and clarified the term language. The motion to amend the bylaws passed 6-1; Lumen cast the lone dissent.
Following the bylaw vote, council held a ballot to fill four DDA seats. Damien Sesko, Christy Hall, Kara George and Heidi Larson were selected. Thayer also announced a new Public Spaces Committee to manage downtown amenities, beginning March 23, and invited other applicants to participate in DDA committees if not appointed to the board.
The council also handled multiple other appointments and reappointments in the meeting: two Planning & Zoning seats (ballot selections) and several board reappointments, all recorded in subsequent votes.
