The Rawlins City Council accepted Thomas Patterson's resignation as the city's representative on the Carbon County Economic Development Board and appointed City of Rollins Community Development Director Louis Lucano to fill the remaining term, the council confirmed on Jan. 6.
Council member Singer moved to accept the resignation effective Jan. 6, 2026; the clerk reported the motion passed with six yays and one abstention, and identified Council member Mark Elliott as the abstention. Shortly thereafter the council voted to appoint Louis Lucano to fill the vacancy through Dec. 31, 2027. Lucano addressed the council: "I'm looking forward to working with everybody on the board and just see what we can come up with. So I appreciate the opportunity," he said.
The appointment was recorded in the council's online vote and the clerk reported the motion passed (transcript: "The motion passes with 7 nays"). The council did not attach additional conditions to the appointment during the meeting.
The change creates a continuity in the city's representation on the county economic board and places the city's community development director in the seat until the term expires.
