Police Jury approves reappointments, contract changes and ordinance actions; clarifies settlement with contractor

The Cameron Parish Police Jury on Aug. 4, 2025, cleared a slate of administrative, procurement and ordinance items and addressed a settlement matter following an executive session.

Key votes included approvals of numerous reappointments across drainage, recreation and fire protection districts, a contract increase for the Mermentau Basin Indonesian Relief Project, renewal of insurance and procurement contracts, and acceptance of a fire truck bid. The jury also granted authority to advertise a revised RV park ordinance once the draft is approved by the appointed subcommittee.

Among the largest financial actions, the jury approved a change order increasing the contract amount for the Mermentau Basin Indonesian Relief Project by $3,000,078. On procurement, the jury noted a bid of $1,193,492 from the vendor listed on the record for a new truck for the Hank Barry Fire Department and voted to accept the bid on the record.

The record shows the jury approved a one-year renewal of a contract with the P Card Group (length confirmed at one year) and renewed employee group insurance policies for line items a, b and c. The jury also authorized the president to sign documents related to the state capital outlay act for fiscal year 2025–26 and approved a resolution committing a $375,000 match for capital outlay funds as discussed on the record.

During the meeting the jury entered executive session to discuss a settlement and release agreement with Roy Bailey Construction. After returning to open session a juror summarized the agreement and explained that paragraph 7 addresses public comments and counsel input; the juror stated, "there was no evidence, not even a circumstantial evidence that would pointed to Roy Bailey Construction or Chad Savoy doing anything wrong," and clarified the release agreement is only between the police jury and Roy Bailey Construction. Other jurors thanked him for the clarification.

Other administrative actions approved on the record included authority for building inspection to send a notice for a combination hearing on a property in Grand Lake, approval of monthly financial statements and payment of approved bills, authorization to allocate funding for a judge to hire a full-time law clerk, and authorization for the president to sign a letter of support enabling Cameron Parish Schools to participate in a sports medicine and training program with West Cal Hospital.

The jury directed staff to draft and advertise the RV park ordinance amendment once the subcommittee approves the draft, and it recorded one juror recusal on a variance vote noted on the record.
