Police Jury forms committee to revise RV‑park enforcement after mixed public testimony

The Police Jury engaged in an extended discussion about enforcement of the parish RV‑park ordinance, which currently requires that RVs in an RV park be owner occupied but contains no enforcement mechanism.

Staff explained that without enforcement language they have no administrative path to require removal or to impose penalties when park owners rent units to transient workforces. Jurors heard a range of views: some residents and a local RV‑park owner urged removing the owner‑occupied restriction to allow workforce housing and local economic activity; other jurors and residents warned about competition with hotels, evacuation logistics and the need to protect local small businesses.

Staff outlined enforcement options ranging from warning letters and administrative hearings to court petitions and civil fines; they recommended the jury decide whether to keep the owner‑occupied rule or remove it and then draft enforcement procedures accordingly. Jurors agreed to form a three‑member committee (Michael, Mark and Sonny) to meet with staff, permitting and affected RV‑park owners and residents to craft language and return with a recommendation for the next meeting.

Next steps: committee to convene with staff and stakeholders, staff to assemble complaint letters and certified notices already sent to noncompliant parks, and the jury to consider a draft ordinance and enforcement options at the next voting meeting.
