The firm described road repairs using cement powder and aggregate to 'stabilize' the road to parish shell‑road specs and proposed a crushing operation to recycle waste concrete for reuse on the nearby project.
Jurors and staff raised permitting questions: the coastal‑zone administrator asked the company to submit an RFD (request for determination) to confirm whether a coastal‑use permit is required, and a juror flagged drainage and permit approvals and a requirement that the finished road ‘‘meets specs at that time.’’ Dan Hudson said dust collectors are part of the crushing operation and that similar equipment has met standards on other projects.
Hudson also described a private on‑site food‑service trailer for employees (not public sales) that would operate at an RV park for site workers; staff said the arrangement would require LDH approval but does not automatically violate parish ordinances if it is private and not open to the public.
Next steps: staff will request an RFD for coastal use, require submittal of permit specs, and ensure final road work is certified to parish standards before acceptance.
