Miss Christian, representing the Capital Area Finance Authority (CAPA), asked the Cameron Parish Police Jury to keep the parish in CAPA’s footprint as the authority plans a new bond to expand down-payment assistance for first-time homebuyers and veterans. CAPA said it absorbs all financial obligations related to the bond and that there is "absolutely no risk to the parish," while offering continued homeownership education with approved lenders and realtor partners.
Jurors asked whether manufactured or mobile homes are eligible; CAPA staff said manufactured homes may qualify but mobile homes generally do not because lenders view them as higher risk. CAPA described the assistance as roughly 5 percent of the loan amount; the presenter used a $200,000 example to illustrate a typical assistance amount and closing‑cost relief. The authority said the program has helped more than 200 families with the prior bond and indicated interest in serving Cameron Parish again.
The jury did not take a formal vote during the presentation. Staff and jurors discussed follow-up steps including information on lender approval requirements and program eligibility, and said they would return any formal request for the jury’s consideration in a future voting meeting.
Next steps: CAPA will provide required documentation and staff will place any formal participation request on an upcoming voting agenda.
