After executive session, Cameron Parish police jury authorizes formal demand against contractor Roy Bailey

After reconvening from an executive session during its May 5, 2025 meeting, the Cameron Parish Police Jury authorized legal staff to pursue a formal civil demand against contractor Roy Bailey related to alleged overpayments and associated expert fees.

Mister Tom told the jury, “I will commence, negotiate or I'll make formal demand on Roy Bailey for the, the overpayment to them, and the amounts we discussed and our expert fees.” The board then voted to give Mister Tom authority to proceed with that civil demand; the motion was moved by Mister Michael and seconded by Mister Sam and carried by voice vote.

During the executive-session debrief the jury noted that Mister Myers, a subcontractor on the Grand Lake Barn Road job, would be recused from voting on criminal matters related to the issue. The jury also recorded that state police were involved in the investigation and that Stephen Dwight, the district attorney for Calcasieu Parish (14th Judicial District), has been consulted and will decide whether to pursue any criminal prosecution. As Mister Tom put it, because the parish is pursuing a formal civil demand, “that conflicts me out of the criminal aspect.”

The jury recorded an approximate civil claim amount in the minutes as “74,000 and change” and directed Mister Tom to pursue the claim and report back on the variables discussed. Members voted to authorize the demand and to receive status updates; no formal settlement or judicial filing was recorded in the minutes at the meeting.

The jury concluded the meeting after approving the motion; the legal action and any potential criminal outcome remain pending and subject to decisions by the DA and the state police.
