Howard County board reviews FY2027 revenue picture as enrollment decline lowers required local MOE

Howard County Public Schools staff told the Board of Education on Jan. 15 that the superintendent's proposed FY2027 operating budget totals $1,278,000,000 in expenditures, supported by projected revenues that are about $61.9 million (5.1%) higher than FY2026.
At a work session focused on revenue changes and "fees for service," Chief Financial Officer Brian Hall said state aid is projected to rise by roughly $10.1 million, county revenues are projected to increase by roughly $62 million, and other revenues are expected to decline largely because one-time transfers used in FY26 (from technology and health funds) are not available in FY27. Hall said staff plan to use about $3 million from the undesignated general fund balance in the proposed plan.
