The committee voted unanimously (4-0) to award or authorize the following items: an annual electrical services contract to Utility Dynamics Corporation (Oswego) under item 26-0007 to cover streetlighting and pole knockdowns; a three-year leak-detection contract with Simpson Company Inc. (item 26-0023) budgeted at $267,225 over the term; a consolidated two-year MPDES-related services contract with Fairgram/Fairgram and Associates LLC (item 26-0027) for telemetry and sampling; a $242,000 annual manhole inspection contract (item 26-0034) with Fairgram; elevator maintenance and testing services for city facilities with Mid American Elevator Company Inc. (item 26-0044); an annual sewer televising contract (item 26-0069) using a cooperative purchasing agreement; and furnishings for RiverEdge Park (item 26-0084) not to exceed $207,000. Staff described each procurement as competitively solicited or procured through an allowable cooperative and said the selections reflect best-value reviews by staff panels.
Committee members asked for operational clarifications on several items. On the leak-detection contract staff explained the acoustic methodology and that about one-third of the 800-mile distribution system is inspected each year in a three-year cycle. On the manhole inspections and sewer televising items staff said the inspections prioritize structures in streets slated for overlay so dig repairs can be completed before paving. Facilities staff said consolidating elevator maintenance under a single vendor provides one point of contact and standardized testing across 11 city-owned buildings.
All motions were made and seconded by committee members and recorded as passing 4-0. Several items will return to committee or council with implementation details (schedules and community engagement) as designs or procurements proceed.
