Polk County approves assessor archival contract, creates crew‑leader position and hires Abdo for finance assessment

The Polk County board approved several administrative actions aimed at records management, staffing and finance operations during its regular meeting.

The board approved a contract with Vanguard Appraisal to archive six years of assessment records. Sam Melby explained the contract covers six archive processes (typically once per year) and carries a 20% discount if purchased for six cycles. The board voted to approve the contract.

On personnel, the board approved creation of a new union position titled material/resource facility crew leader (grade 11). The position is intended to develop current employees into roles that require boiler licensing and to reduce operational risk caused by turnover in licensed maintenance roles. Board discussion noted the five-year timeline to obtain some boiler licenses and the need to post positions internally first, with subsequent backfills if employees move into the new role.

The board also approved engaging Abdo Financial Solutions for an initial finance operations assessment, not to exceed $21,000. Jean of Abdo outlined a two-day on-site initial assessment by a three-person team to review month-end close, payroll and HR interactions, audit readiness, and banking services; Abdo also offered optional interim finance director services. The administrator said ARPA funds would be used for the initial assessment and the assessment should clarify any additional steps and costs.
