Baltimore County school board revives budget committee debate; creates ad‑hoc panel to define purpose

Board members debated whether the Board of Education should have a standing budget committee and how such a committee would work with the superintendent and the full board. "The budget is the board's budget. It's not the superintendent's budget," one board member said during debate, emphasizing the board's oversight role.

Opponents or skeptics raised procedural concerns and timing: several board members said they preferred to review proposed measures of effectiveness before voting to reinstate a committee and noted that the superintendent already provides increased budget briefings to the full board. To address that tension, Vice Chair Harvey proposed an ad‑hoc budget committee to operate through June 30, 2026, to draft a stated purpose and measures of effectiveness and return recommendations to the full board.
