The Assumption Parish Police Jury’s Drainage Committee on Jan. 23 approved the immediate purchase of culverts for Oakley Road and postponed a larger materials and pump‑relocation plan pending federal procurement review.
Unidentified Speaker 5, who presented the drainage items, said the immediate repair would use “80 foot to 24 inch PDE culverts at $1,800 … estimated project total, $3,000.” The purchase motion was made and seconded and carried by voice vote.
Committee members also approved moving labor funding previously assigned to project 93262 back into project 93306 to restore labor capacity for that work. The transfer, described by the clerk as a reinstatement of prior funding, passed on a motion and voice vote.
A lengthier discussion followed on Item 4, which staff described as a materials-and-construction option for project 9330618. Staff presented two options: option 1 to purchase materials and equipment, and option 2 to use parish‑sourced fill and in‑house resources. Option 2 was estimated at $19,098 for materials, with parish equipment or mats available from the fleet to reduce cost.
Speakers raised a procurement compliance concern tied to GoMESA (federal) funding. Unidentified Speaker 3 cautioned that federal procurement rules could prohibit splitting scope between parish labor and contracted hauling or professional services and stressed that “we gotta follow federal procurement” and that projects should be treated as a single, non‑piecemealed contract.
Committee members asked staff to confirm federal procurement requirements and directed staff to return the item to the next agenda after verifying whether the proposed mixture of parish labor and contracted hauling would meet GoMESA and federal rules. The chair instructed staff to check with Melissa (parish staff) and to bring clarifying procurement guidance back to the committee.
The committee also discussed relocating a pump tied to the project. Staff estimated roughly $13,500 would facilitate the move, including trenching, conduit, wiring and possible single‑phase vs. three‑phase motor and VFD costs. Members asked for additional quotes and for procurement compliance checks before committing those funds.
Next steps: staff will verify federal procurement rules for GoMESA funding, obtain required quotes for pump components and materials, and return Item 4 to the committee for a vote once compliance and scope issues are resolved.
