Franklin City Beer Board approves three new permits, grants two contingent on certificates of occupancy

The Franklin City Beer Board unanimously approved three beer-permit applications at a meeting on Feb. 10, 2026, moving the licenses forward with two approvals made contingent on certificates of occupancy.
The board approved an on-premises permit for 111 Motorcars LLC, doing business as Curio Brewing, at 111 Alpha Drive. Jessica Davey, billing and licensing director, told the board that the application and inspections were complete and that staff recommended approval. The applicant, identified on the agenda as William Veil Vaughtring, said the business will operate a club lounge and that "we're looking forward to it." Board members asked about staffing and training; Vaughtring said there would be two bartenders in the lounge and that current staff hold TABC certification.
The board then considered a new permit for LV Petroleum LLC, doing business as TA Franklin, at 4400 Patonsville Road after an ownership change. Staff recommended a contingent approval because the certificate of use and occupancy was outstanding. Kevin Fleck, district manager with LV Petroleum, described the company’s travel-center operations and confirmed that the Franklin site would be off-premise sales only: "This will be, off premise. No no on premise consumption whatsoever." Fleck said cashiers complete training before working registers. The board approved the permit contingent on receipt of the certificate of occupancy.
The board also approved a permit for Franklin Hoss LLC, d/b/a Dog Hoss Briargarten, at 755 Crescent Center Drive, Suite 3, granting contingent approval pending the certificate of occupancy. The applicant, identified in the agenda as Jenna Keane, described the concept as a sports bar and beer hall, said the Franklin location would be the company’s first in Franklin and estimated about 25 employees; she said hiring will ensure ABC/TABC training compliance.
In other business, Davey reported that the city achieved 100% compliance with the annual $100 beer-privilege tax due Jan. 1, with all permit holders paid by the Jan. 31 deadline. She said staff plans to move the renewal process online in the coming year to simplify compliance.
The board adjourned after completing the agenda.
