County counsel made a disclosure under Gov. Code §1091.5 noting supervisors are deemed not disqualified from participation in this item; the motion carried.
Carl Moyer project approvals: The board approved 23 agricultural equipment replacement projects under the Carl Moyer program with a total Carl Moyer grant value of $1,939,333 and total project cost of $3,909,854 (including applicant contributions). Staff noted a required match of $461,862 and that 10 projects are located in state-designated low-income communities. Projected emission reductions include 16.8 tons/year of ozone precursors, 0.96 tons/year of diesel particulate matter and 601.7 metric tons of CO2. Staff explained audits will cover approximately 10% of grants and additional desk or field audits when warranted.
Hearing board appointments: The board approved reappointments and alternate appointments to the APCD hearing board, reappointing Victor Kami, Valerie Grossman and Dr. Louis Kanter and appointing Dulce Satterfield and Sadamini Sundar as alternate public members. The board combined items 14 and 15 and approved both by voice vote.
