Board approves Coastal Waste & Recycling PUD amendment to add maintenance and office buildings

Martin County commissioners unanimously approved the third amendment to the Coastal Waste & Recycling planned unit development on Feb. 10, authorizing site improvements intended to support the facility’s existing transfer operations.
John Sennett, principal planner, described the 22.7‑acre PUD site where the amendment would locate a 7,800‑square‑foot vehicular maintenance building and a 4,000‑square‑foot office building in the stabilized portion of the property; staff found the application compliant with the comprehensive plan and LDRs and recommended approval. The PUD is formally listed in the staff report as the New Way Recycling Corp PUD.
Applicant counsel Kristen Speig (Gunster) and agent Erica Beitler said the amendment does not expand the approved use but improves operational efficiency, consolidates previously outside activities mostly inside, and will not affect preserved areas. The application includes a $25,000 PUD public‑benefit contribution for maintenance of Southeast Suzanne Drive.
Commissioners asked about sweeping and street maintenance; staff confirmed that ongoing performance and maintenance conditions would be part of the approval. With no interveners speaking during the public hearing, the board moved and seconded approval and voted unanimously to adopt the amendment.
Next steps: applicant must implement the approved plans, provide any required PUD benefit contribution, and satisfy any recordation or permit conditions required by county staff.
