John Sennett, principal planner with Growth Management, told the board the proposal by HJA Design Studio on behalf of MCFL Properties calls for three single‑story storage buildings totaling about 55,800 square feet and 36 individual condominium units. Staff found the application compliant with the comprehensive plan and recommended approval, including a preserve area management plan.
The applicant and their agent, Erica Beitler, said the plan confines development to approximately 5.13 acres, preserves 14.9 acres of wetlands and 8.99 acres of wetland buffer under a conservation easement, and proposes on‑site wetland mitigation of 0.16 acres to offset impacts. The project also includes a 1.23‑acre dedication of right‑of‑way along Southeast Bridge Road and a payment of $53,120 in lieu of sidewalk construction.
Commissioners asked about ingress/egress, hydrology and the stem wall design; Growth Management Director Paul Schilling said culverts and stem‑wall construction will maintain hydrologic connectivity and that the plan represents the least impactful alternative for access.
Commissioner Capps, who moved approval, described the project as “one of the most environmentally friendly projects” he had seen and praised the large preserved area. The motion carried unanimously.
Next steps: the applicant will record required conservation easements and complete any post‑approval dedications and permitting items required by county staff.
