The Liberty Hill Economic Development Corporation reviewed a proposal from consultant Laurie to develop a new three-year strategic plan and agreed to begin the process in July.
Laurie, who said she was hired to write the prior three-year plan in 2022, presented three bundled options: a planning-only package, a more comprehensive option that produces a full plan and deliverables, and a third bundle that adds a "business boost" workshop series for existing businesses. She emphasized a facilitated visioning workshop where no formal board actions are taken and said the typical engagement timeline is about four months if the project stays on schedule.
Board members stressed the importance of measurable benchmarks. One board member proposed approving option 2 and increasing next year's budget by $25,000 to reserve funds for workshops if needed. Staff told the board there is a credit on the books from prior work that could be applied to Laurie's proposal and that the EDC currently has funds available to start the work this year.
Laurie outlined next steps: benchmarking and assessments, three days of in-person stakeholder interviews in Liberty Hill (with one additional Zoom day), and a facilitated visioning session. She also said the interviews would be aggregated and summarized rather than attributable to individual respondents.
No formal roll-call vote on the plan and budget increase appears in the transcript; board members expressed support and the consultant and staff agreed to schedule interviews and a planning session to begin in July.
